Cheapest cigarettes in canada price comparison

The cheapest cigarettes you can legally buy in Canada work out to about 13.5 cents each. In a convenience store you’d pay 55 to 80 cents for the same thing.

This page shows the actual numbers — per pack, per carton and per cigarette — and explains where the gap comes from.

The short answer

OptionPricePer cigarette
Native rollies, bag of 200$27.0013.5¢
Native carton at 40+ volume pricing$31.5015.8¢
Native carton, standard$42.0021.0¢

Rollies are the cheapest cigarettes in Canada by a clear margin — roughly a quarter of what a value brand costs in retail.

What rollies actually are

Pre-rolled cigarettes sold loose in a bag of 200 rather than in ten packs of twenty. Same tobacco, same size, no packaging.

That’s the whole difference. You’re not rolling anything yourself and they’re not loose tobacco — they arrive finished, in a resealable bag.

Why Canadian cigarettes cost so much

Most of a retail price is tax, and none of it is optional.

Federal excise duty — $38.92 per carton of 200, identical in every province, raised every 1 April with inflation.

Provincial tobacco tax — from $36.95 in Ontario to $80.00 in Nunavut.

Sales tax — applied on top of the already-taxed price. You pay tax on tax.

ProvinceTobacco tax per cartonPlus federalTotal tax
Ontario$36.95$38.92$75.87
Quebec$41.80$38.92$80.72
Alberta$60.00$38.92$98.92
British Columbia$65.00$38.92$103.92
Nunavut$80.00$38.92$118.92

In Ontario, $75.87 of a carton is tax before anyone has paid for tobacco. That’s more than a bag of rollies and a carton put together.

Quebec is the cheapest province at retail. See cigarette prices in Quebec for why.

Why native cigarettes cost less

Native cigarettes are manufactured at licensed First Nations facilities in Canada and sold by Indigenous retailers under Indigenous tobacco rights. They aren’t subject to the same provincial tobacco tax structure.

That, plus a supply chain with no national distributor and no retail markup, is the entire difference.

It isn’t cheaper tobacco. It’s the absence of $37 to $80 per carton in provincial tax.

What we don’t recommend

Buying by the pack. Cartons are always cheaper per cigarette, everywhere.

Chasing the absolute cheapest brand. Since every standard carton is the same price, “cheapest” is a solved problem — what matters is whether you’ll actually enjoy smoking it.

Assuming cheap means poor. These are manufactured cigarettes from licensed facilities using Ontario-grown tobacco. The price difference is tax, not quality.
