It’s an unusual community geographically: a cluster of islands on the Ontario– Michigan border, never surrendered by treaty, and still governed accordingly.
For a Windsor smoker that’s a three-hour round trip. Delivery takes one to three days at $25 flat, or nothing over $300.
Why the border doesn’t help
Windsor sits directly across from Detroit, and Michigan cigarette prices are considerably lower than Ontario’s. It still isn’t a practical route.
After 48 hours out of the country you may bring back 200 cigarettes — but the exemption only covers tobacco stamped “duty paid Canada droit acquitté.” US retail cigarettes aren’t stamped, so a special duty applies even within the exemption.
The Excise Act separately caps unstamped tobacco at five units for personal use, and you must be 18 or over to include tobacco in a personal exemption at all.
Nobody is stocking up in Detroit at any scale.
