Where the money actually goes

Two separate tobacco taxes apply before sales tax is calculated.

Federal excise duty — the same everywhere

The Canada Revenue Agency charges excise duty on every cigarette manufactured in or imported into Canada for the commercial market.

As of 1 April 2026 the rate is $0.97299 per five cigarettes — about 19.46 cents each, or $38.92 per carton of 200.

Identical in every province, adjusted each 1 April against the Consumer Price Index.

A smoker in Nunavut pays more than double the tobacco tax of one in Ontario — $80 against $36.95 on the same carton. That single difference explains most of the price variation across the country.

Ontario has the lowest rate in Canada. Quebec is second at $41.80 — and Quebec is also the only province that zero-rates tobacco for provincial sales tax. Quebec smokers pay 5% GST but no QST, which is why Quebec retail prices are typically cheapest in the country despite not having the lowest tobacco tax.

And then sales tax

GST, HST or PST is applied to the price after both tobacco taxes are included. You pay sales tax on the tax.

Rates differ too — 13% HST in Ontario, 15% across the Atlantic provinces, 5% GST in Alberta with no provincial sales tax, and 5% GST only in Quebec because tobacco is QST-exempt.

$75.87 of an Ontario carton is tobacco tax before anyone has paid for tobacco, packaging, shipping or a retailer’s margin.

In British Columbia that subtotal is $103.92. In Yukon, $112.92. In Nunavut, $118.92 — nearly three times what a native carton costs outright.

Why cigarettes keep getting more expensive

Federal excise duty rises every April with inflation, automatically.

Provincial rates rise with provincial budgets — most jurisdictions increase theirs every year or two. Yukon went to 37 cents on 1 January 2026.

Sales tax compounds both. When either tobacco tax rises, the sales tax on it rises too.

Native cigarettes: why they cost less

Native cigarettes are manufactured at licensed First Nations facilities in Canada and sold by Indigenous retailers under Indigenous tobacco rights. They aren’t subject to the same provincial tobacco tax structure.

That, plus a supply chain skipping national distributors and retail markup, is the whole difference.

It isn’t cheaper tobacco. It’s the absence of $37 to $80 per carton in provincial tax.
